The term “website” here refers exclusively to the webform survey page created by the online tool LimeSurvey.
In particular, this data protection declaration provides information about the type of data processing performed; its scope, purpose, and duration; and the legal basis for it insofar as we decide – either alone or with others – on the purposes and means of processing. 5. Data processing and legal basis
5.1 Why we process personal data

The purpose of the survey is to gain an insight into the evaluation of the services provided by the Berlin citizen services offices. The results serve to evaluate the current situation and identify opportunities for change.
In addition, the results can be used for comparison. This means that the results of a group (for example, a district or an age group) are compared with other groups or with the results for the state of Berlin as a whole in order to highlight topic-specific deviations for the respective group.
In follow-up surveys, the survey results can be used for a preliminary survey comparison at the request of the respective authority in order to evaluate the effectiveness of measures taken.
The contractor (see Sections 5.2 and 5.3) also collects personal data when users access the website (for example, IP addresses) in order to prevent misuse of the service and for internal (Statistical Office) quality assurance.

5.2 Scope and categories of the personal data we process
(1) For survey purposes, we collect the following data (in addition to the temporarily saved data listed in Section 5.3) when you access the website:
IP adress
Referrer URL (webpage used to access the survey)
Date and time (timestamp) of the response
Duration of the response (time tracking)
Survey language
Progress toward completion
(2) For survey purposes, we collect the following personal data if you provide it voluntarily:
Age
Gender
Highest level of education
Employment status
Postal code of residence

In addition, it is possible to enter any type of personal data in the free text fields. In some circumstances, it might also be possible to identify someone from entries in the free text fields (for example, if names are provided).

You are under no obligation to provide your personal data. Your participation in the survey is voluntary. You are subject to no penalties for either providing or failing to provide information.

5.3 Server data and cookies

We collect server data and use cookies solely in order to conduct the survey.
The operator of this website, LimeSurvey GmbH, collects server data (known as server log files) for technical purposes, especially in order to ensure the website’s security and stability. The log files contain data such as the type and version of Internet browser used, the user’s operating system, or an anonymized (shortened) IP address. These log files are stored for the purpose of ensuring website security and stability (Article 6 (1) (f) GDPR) for the duration of the session or, in the case of the anonymized IP address, for 30 days. There is no way to link the server data to information entered in the survey.
The website operator also uses cookies. Cookies are small text files or other forms of data storage saved by your Internet browser and stored on your end device. With cookies, for example, this website can recognize a device used to access it if the same device is used again.
When the website is accessed, two temporary session cookies are set. They are necessary for the website to work properly (Article 6 (1) (f) GDPR). The first session cookie (PHPSESSID) saves the session information required to store users’ data and track the responses they give so that, for example, the accessing browser can still be identified after a page change. The other cookie is a CSRF token. This is used to protect users against cross-site request forgery (CSRF). In other words, the token blocks any attempt to hijack a session by forging a request to the website using the web protocol with the website visitor’s details. Both session cookies expire after eight hours.

1. Cookie „PHPSESSID“
Provider: LimeSurvey GmbH
Purpose: Maintains the user’s statuses for all page requests.
Lifetime: Session; maximum eight hours
Type: HTTP cookie (HTTPS- encrypted)
2. Cookie „YII_CSRF_TOKEN“
Provider: LimeSurvey GmbH
Purpose: Ensures security for website visitors by preventing cross-site request forgery. This cookie is essential for the security of both the website and the visitor.
Lifetime: Session; maximum eight hours
Type: HTTP cookie (HTTPS- encrypted)
5.4 Legal basis

The legal basis for the collection of data when users access the website is Article 6 (1) (f) GDPR.
The legal basis for the processing of personal data provided voluntarily is Article 6 (1) (a) GDPR.
T he legal basis for the processing of personal data for the purpose of conducting the survey is the fulfillment of public tasks pursuant to Article 6, Paragraph 1, Letter e) of the GDPR, in conjunction with Section 19 of the Act on the Organization of the State Administration (State Organization Act – LOG BE), as well as the Target Agreement for the City-wide Coordination of the Citizen Services Offices for the Improvement of Service Quality for the years 2026 and 2027 (Item 1. Definition of Joint Goals and Indicators).
The requirements for consenting to voluntarily provide data are specified in Article 7 GDPR.

Internetseiten zu den Rechtsgrundlagen:

6. Data storage

The survey is conducted online.
Personal data collected when users access the website will be deleted by the legally mandated deadline, and in no case later than six months after the survey end date.
To conduct this survey, the Statistical Office is using survey software from our external contractor, LimeSurvey GmbH. The Statistical Office ensures that the contractor adheres to data privacy regulations. When the survey is closed, data held by the contractor will be permanently deleted as soon as it is no longer required for the purpose for which it was collected, and in no case later than six months after the survey end date.
The Statistical Office locally processes, analyzes, and archives the survey participant data exported from the LimeSurvey server. This data is stored in a computing center run by the Statistical Office’s IT provider, which meets data privacy requirements and is certified under the principles of Germany’s Federal Office for Information Security (BSI).
The survey analysis takes place in aggregated (summarized) form, such as reports with tables and graphics. As a result, no personally identifiable information can be reconstructed. The Statistical Office archives both the dataset and the products of the analyses for as long as they continue to serve the purposes specified above.
Voluntarily provided personal data will be deleted by the legally mandated deadline and in no case later than three years after the survey end date, assuming no legal duty to store the data beyond that date exists. To enable comparisons with future surveys, selected personal data provided will be anonymized rather than deleted. This means that this data will be changed so that it is (or is no longer) possible to draw inferences about any individual from it.

7. Data recipients and disclosure to third parties

No personal data we collect is shared with third parties. This principle automatically precludes the transfer of data to third countries or other (international) organizations.
Personal data collected when a user visits the website is solely used internally by the Statistical Office to operate the website and ensure survey quality.
None of your personal data or individual responses entered in the questionnaire will be shared with general public or other third parties. Data presented in resulting reports will not be traceable to any individual. To ensure this anonymity, analyses will be subject to a minimum response threshold so that questions without a sufficient number of answers are bundled for analysis or not analyzed at all. This threshold applies not only to the individual questions but also at the reporting level. Analyzes for groups (for example, district or age groups) can be commissioned. To ensure that no conclusions can be reached about any individual, aggregated results released by the Statistical Office are checked in advance for compliance with standards of confidentiality or, more specifically, absolute anonymity. The products of the analysis (the resulting reports) will be issued without any personally identifiable information. Furthermore, the Senate Chancellery or the Citizen Services Offices will receive any free-text entries you may have provided in a summarized or anonymized form. The dataset will not be shared and will remain secured at the Statistical Office.

8. Withdrawal of consent and erasure option

You can cancel your responses to the questions at any time by choosing to not submit your completed questionnaire (not clicking the “Submit” button). Your entries are only made available for analysis once they are submitted.
Article 7 (3) GDPR also provides the option to withdraw your consent – at minimum, in writing – to the processing of your data and to have existing datasets removed for any reason even after data you voluntarily provided has been submitted. Please be aware that you can only exercise this right when the dataset that applies to you can be identified.
Only staff of the survey service at the “Referat Befragungsservice und D:ASH” of the Statistical Office (see Section 4.), who are obligated to maintain confidentiality, can identify and erase your responses.
As a result, correcting or erasing your data upon completion of the current quarter is nearly impossible. In this case, there is no obligation to erase all the data collected. Existing reports and analyses will not be adjusted.

9. Rights of data subjects

You have the right to the following from the controller:

  • Information about the processing of your personal data (including information on the purpose, recipients, and period for which the personal data will be stored) in accordance with Article 15 GDPR
  • Rectification of any inaccurate personal data (Article 16 GDPR)
  • Erasure of your data in accordance with Article 17 (1) GDPR
  • Restriction of processing as described in Article 18 GDPR
  • Data portability (Article 20 GDPR)
  • To object to the processing of your data at any time (Article 21 GDPR). If you submit an objection, your personal data will no longer be processed. An exception exists for compelling, legitimate reasons that outweigh your interests.

Automated decision making and the creation of user profiles (profiling) as defined in Article 22 (1) and (4) GDPR are excluded.
Consent that has been granted can be withdrawn at any time – at minimum, in writing – with future effect in accordance with Article 7 (3) GDPR. Your objection does not affect the legality of data processing based on your consent before the objection was made. Notification of your objection must be sent to the address provided in Section 3 (Data protection officer).
You can contact the data protection officer (see Section 3) to protect any of the rights listed in this section.
Moreover, if you believe that data protection regulations are not being observed in the processing of your data, you can lodge a complaint with the responsible supervisory authority (Article 77 GDPR). Data subjects can direct their complaint to the authority for their place of residence, but generally to any other data protection supervisory authority as well. The responsible data protection supervisory authority in this case is the Brandenburg Commissioner for Data Protection and Access to Information (Die Landesbeauftragte für den Datenschutz und für das Recht auf Akteneinsicht Brandenburg) or the Berlin Commissioner for Data Protection and Freedom of Information (Berliner Beauftragte für Datenschutz und Informationsfreiheit).
